PD Editorial: A progress report on local senators' bills

We have periodically reported on bills introduced by local legislators. With a little more than a week remaining in this year's session, here's an update on bills by state Sen. Noreen Evans, D-Santa Rosa, and state Sen. Lois Wolk, D-Davis.

Evans' bills include:

• SB 59: Eliminates a century-old anomaly in state law that makes it a felony to rape someone while impersonating a spouse but doesn't apply to unmarried people. This bill, stemming from a Southern California case last year, was approved and is awaiting action by the governor.

• SB 121: Requires corporations to notify shareholders of expenditures for or against candidates, ballot measures, political parties or political action committees within 24 hours and to file an annual report on political spending. Defeated in the Senate Business and Financial Institutions Committee; eligible for reconsideration in 2014.

• SB 197: Extends the sunset date for the commercial salmon fishing stamp program to Jan. 1, 2019. Pending on the Assembly floor.

• SB 241: Levies a tax of 9.9 percent of gross value for each barrel of oil produced in the state. Revenue would be allowed to parks, colleges and universities. California is the only major oil-producing state without an oil severance tax. Oil taxes are major sources of revenue in Texas and Alaska. Held in Senate Appropriations Committee.

• SB 345: Authorizes collection of state bar dues for 2014. Pending on Assembly floor.

• SB 599: Originally extending the sunset date for certified farmers market operator fees; amended to expand oversight role of the state Parks and Recreation Commission. Held in Assembly Appropriations Committee.

• SB 617: Requires assessments under the California Environmental Quality Act to consider the exposure of people to natural hazards or adverse environmental conditions and makes various changes to reporting requirements. Placed on inactive file.
