Two large housing projects proposed for Windsor will be the topic of a joint Town Council and Planning Commission workshop on Wednesday evening, from 6 to 7 oclock.
Bell Village, a mix of 400 townhomes and a 65,000-square-foot retail center, is proposed at 9290 Old Redwood Highway on 25 acres occupied by the former Windsorland Mobile Home and RV Park.
The housing would be mostly market rate, with 40 percent reserved for very-low and moderate-income occupants.
The developers, Bell Village LP, are proposing to build Windsors first underground parking garage and a retail center with a grocery store, pharmacy, bank and other neighborhood uses. Extensive recreation facilities are also planned, including a health club, tennis courts, community gardens, and a dog park.
The other project is Hembree Village, 184 dwellings proposed on 18 acres in the 6800 block of Hembree Lane. Schellinger Brothers is proposing to build 104 single-family homes, and 80 apartments for seniors.
Both projects are seeking allocations under Windsors growth control ordinance, which restricts the number of building permits to an annual average of 150 market-rate homes.
There will be an opportunity for brief public comments following the presentations, but the council is not scheduled to debate the merits of the proposals until later in the year. In November, the council will decide whether to allocate building permits for the projects.
